Last month, The Black Car Fund (NYBCF) was recognized by the N.Y. State Society for Human Resource Management (SHRM), Best Companies Group, BridgeTower Media, and the Rochester Business Journal as one of the 2026 Best Companies to Work for in New York in the medium-sized company category, comprising 100-249 employees.

NYBCF was created by New York State in 1999 to provide workers’ compensation insurance and health and wellness benefits to eligible for-hire drivers—including Uber, Lyft, and traditional Black Car chauffeurs—through a small surcharge added to riders' fares.

“At The Black Car Fund, our mission starts with people—the drivers and families we serve, and the team that makes that work possible every day. We’ve built a workplace where employees feel supported, valued, and connected to something bigger than themselves. From industry-leading benefits and professional growth opportunities, to a culture that celebrates diversity, community engagement, and collaboration, we are constantly investing in our people because they are the reason we succeed," says NYBCF Executive Director Ira Goldstein. "With employees representing more than 20 national heritages and a shared commitment to serving New York’s for-hire vehicle industry, The Black Car Fund has become not only an important and unique organization, but one of the most rewarding places to work in New York.”

Best Companies to Work for in New York is a research-based program that evaluates participating organizations through a detailed review of their workplace policies, practices, benefits, and programs, along with confidential employee surveys that capture staff perspectives and experiences. Best Companies Group oversaw the registration and survey process, analyzed the collected data, and applied its methodology to determine the final rankings. The responses provided by NYBCF’s staff led to the company being ranked in the top 10 among the nominees in the medium-sized companies group.

Employees who participated in the anonymous survey cited NYBCF’s supportive culture, open communication, and commitment to employee growth as key reasons the organization stands out as a workplace. Staff members described feeling “valued and respected,” praised the organization’s “open door policy,” and highlighted management’s commitment to recognizing employees both personally and professionally. Respondents also pointed to the Fund’s emphasis on diversity, inclusivity, professional development, and employee well-being, while noting the strong sense of teamwork and shared purpose across departments.

One employee wrote that NYBCF is “the best employer I have ever had,” while another shared that the organization “truly cares for their employees and the people they serve.” Additionally, another wrote: “The Fund’s focus on creating positive experiences for its customers, competitive employee benefits, emphasis on professional development, and commitment to inclusivity makes it a place where people would want to work.”

The winners were honored during a late-April ceremony in Albany.

In other news, Goldstein was also named again to the 2026 Trailblazers in Transportation for City & State New York. Fellow New Yorker Matt Daus of Windels Marx and the International Association of Transportation Regulators was also a repeat honoree on the list.
